Hiring Range


The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is $61,400- $109,200. The budgeted salary or hourly range that the University reasonably expects to pay for this position is $70,000 - $88,000.

About the Job


Under the direction of the Associate Director, the Contracts & Grants Officer (RA3) uses skills as a seasoned, experienced research administrator to independently develop and/or oversee research proposals and maintain contract and grant records in compliance with institutional and research sponsor policies. Under limited supervision, organizes, plans, and establishes an internal timeline for proposal submissions. Works on proposals of diverse scope with a thorough understanding of complex regulations. Completes and approves transactions for signature by Supervisor or other authorized institutional officials. Works on/participates in complex center proposals that may involve multiple budget years, multiple investigators, and/or multiple subawards. Mentors, trains, and guides less experienced staff. Participates in the development and monitoring of policies and procedures for department operations. Assists in keeping team members updated on all relevant changes.KEY RESPONSIBILITIES

Under limited supervision, applies professional contract and grant concepts to assist with PI's research proposals and non-financial activities. Ensure all proposed research activities comply with the sponsor and the university's policies. Ensure the proposal packet is complete and the sponsor's guidelines are followed; Prepare proposal budgets and support documents required by proposal guidelines. Coordinate proposal submissions with Contract and Grant Officers in the Sponsored Projects Office. Provide quality customer services to researchers on campus. Function as a resource to advise staff on challenges such as researching complex research administration issues and escalating problems/concerns to the Supervisor. Serve as the primary faculty liaison, and assist Principal Investigators (PI) with developing contract and grant proposals of diverse scope. Administratively prepare and review complex grant or contract proposals and budgets, and obtain/verify necessary compliance approvals. With senior research administrators, apply professional knowledge, analyze proposals or nonfinancial post-award activities, identify issues, initiate a search to find the applicable policy, and recommend it to PI.Inform the Supervisor of potential issues with proposals or non-financial post-award activities, with suggestions for solutions. Participate in complex proposals and non-financial transactions. Administratively prepare and review complex grant or contract proposals and budgets and obtain/verify necessary compliance approvals. Keep abreast of relevant changes in University and sponsoring agencies' guidelines by attending training seminars, monitoring listservs, and University and sponsoring agencies' websites. Learning opportunities may include self-directed activities (such as recommended reading or participation in online courses) and/or programs, courses, and activities assigned by the Supervisor. Under limited supervision, provide advice and counsel regarding proposal preparation and compliance regulations to PIs and other stakeholders. Recommend designs to develop and revise operating procedures, policies, and guidelines. Participate in developing and monitoring policies and procedures for the department operations. Assist in support of audit as directed by senior staff.Perform other duties as assigned.
Qualifications


EDUCATION and EXPERIENCE
Bachelor's degree from an accredited university in Science, Business Law, Management, or another related field. (Required) Advanced degree from an accredited university in Science, Business Law, Management, or another related field. (Preferred)Three (3) years of experience working with federal, state, and other contracts and grants, or equivalent experience as outlined. A master's degree, as outlined above, may substitute for one year of experience. (Required)Seven (7) years of equivalent education, training, and experience with federal, state, and other contracts and grants if the applicant is missing a bachelor's degree. (Required)CRITICAL KNOWLEDGE AND SKILLS
Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment. Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc. Ability to manage significant volume of transactions. Ability to perform complex financial analysis and customized reporting. Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports. Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas. Maintains current knowledge of compliance regulations in all areas of research administration. Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles. Demonstrated knowledge of effective grant funding processes, procedures and techniques. Strong writing skills in a variety of styles to draft persuasive text for a variety of audiences while ensuring adherence to funding sponsor's guidelines.
